Indonesia will require every official assigned to the 2027 Hajj pilgrimage to complete training at a barracks facility, part of a wider drive to lift the standard of service for the world's largest national contingent of pilgrims. The policy was announced in Makkah by Deputy Minister of Hajj and Umrah Dahnil Anzar Simanjuntak as the 2026 season drew to a close.

The decision follows an internal review of the 2026 operation and reflects a belief among Indonesian officials that the quality of pilgrim services depends heavily on how well field staff are prepared before they ever reach the holy sites.

Training Without Exception

"In the future, we will ensure that all officials must undergo training. Field experience shows that service quality is greatly influenced by the readiness of the officials," Simanjuntak said. He stressed that the requirement would apply to every category of personnel without exception, including officials of the Hajj Pilgrim Organisers known as PPIH, Regional Hajj Officials referred to as PHD, and group and embarkation staff.

According to the deputy minister, the aim is to bridge the skills gap between officials recruited at the national level and those drawn from the regions. In past seasons, differences in experience and preparation have produced uneven service, and the barracks model is intended to instil a common standard of discipline, knowledge, and readiness across the entire workforce.

A Dedicated Unit for Arafah, Muzdalifah and Mina

Alongside the training requirement, Indonesia plans a structural change to how it manages the most demanding phase of the pilgrimage. The ministry will establish a dedicated work area, known as a Daker, for the Armuzna zone, which covers Arafah, Muzdalifah, and Mina.

"In the future, we will establish a dedicated Armuzna Daker that will specifically handle all Armuzna operations," Simanjuntak said. These three sites host the peak rites of Hajj, when millions of pilgrims move between locations within a tight window of hours. The crush of people and the heat make this the highest-risk stretch of the journey.

By creating a unit focused solely on Armuzna, officers assigned there will no longer carry additional duties in other sectors. The deputy minister said this would allow them to concentrate entirely on the smooth movement and safety of pilgrims during the most critical days of the season.

Early Preparation as a Principle

Simanjuntak said the innovations grew out of a positive evaluation of the 2026 Hajj, and that early preparation is seen as the key to a more orderly, professional, and safety-oriented operation in 2027. Beginning the groundwork almost a full year ahead marks a shift toward longer planning horizons in Indonesian Hajj management.

The barracks initiative also aligns with new Saudi expectations. The Kingdom has signalled that completion of training programmes will become a prerequisite for officials seeking the visas and permits tied to Hajj operations, meaning preparation is no longer optional for service staff.

Guidance for Pilgrims

For pilgrims, better-trained officials should translate into clearer guidance, faster help when problems arise, and smoother handling of the Armuzna rites. Pilgrims can support these efforts by learning the sequence of the rites in advance, keeping close to their assigned groups during the movement between Mina, Arafah, and Muzdalifah, and following the instructions of field officers. Carrying identification, staying hydrated, and knowing the location of medical posts remain essential personal precautions, however well-prepared the official teams may be.
