Accommodation is offered in different formats. According to the roadmap, some packages give pilgrims a single accommodation in Makkah both before and after the Hajj period, described as Non-Shifting. Others offer the flexibility to change accommodation in Makkah before or after Hajj, described as Shifting.
Package prices are tied to duration. The roadmap sets a minimum of six days for Mashair packages, ten days for Non-Shifting packages and fourteen days for Shifting packages. The structure allows pilgrims and operators to match cost and length of stay to their needs.

The service-agreement window sits within a broader schedule of deadlines. Agreements with the airlines designated to transport Hajj pilgrims, along with the completion of related documentation in the Masar Nusuk system, are to be carried out between July 29 and November 8, 2026.
Pilgrim information is to be uploaded to the Masar Nusuk system between August 14, 2026 and January 28, 2027. Separately, the ministry has asked that pilgrim registration be completed by September 26, 2026, as part of the same roadmap.
